SIMON - A Brief Bio
This resume represents a wide and varied background in technology, local government, civic and political affairs, environmental issues and senior and consumer issues. Specifically, these include science and engineering program management experience, defense/weapon/computer/software systems development and integration, land use/planning/zoning/controlled growth, local government, senior and consumer issues, environmental issues, and condominium issues.

PROFESSIONAL

  • Degree in physics, mathematics minor
  • Forty years of experience on defense systems: radar, sonar, electronic warfare, display, missiles, computer and computer software, diving and salvage systems
  • Responsibility as senior principal electronic systems engineer, systems analyst, electronic systems consultant, plus some thirty years of experience as a technical program manager
  • Lead technical effort on environmental programs
  • Presented papers to conventions of Institute of Electrical & Electronic Engineers (IEEE) on spherical array antenna design
  • Presented paper to the First World Congress on Water Resources re oil and hazardous substance pollution R & D requirements

IN PRINCE GEORGE’S COUNTY, MARYLAND

  • Candidate for office of County Commissioner
  • Chairman, County Board of Zoning Appeals
  • Chairman, County Board of Administrative Appeals
  • Chief Judge, Appeals Tax Court
  • In the context of the above, was recognized as a County Department Head
  • Founded and presided over a county Citizens Planning Association
  • Represented the Association before the County Commission on planning/zoning issues
  • Organized a community Civic Association and won a local zoning battle
  • Served on platform committees for Maryland congressional and senatorial candidates
  • Co-chaired a county-wide organization dedicated to bringing a home rule charter to the County
  • Served on the Advisory Board to the charter-writing board
  • Organized and held leadership positions on numerous civic and political organizations
  • Twice chaired the annual Labor Day Weekend Festival for the City of Greenbelt, MD

IN BREVARD COUNTY, FLORIDA

  • Vice-Chair, Brevard Democratic Executive Committee
  • Director, Satellite Beach Lions Foundation
  • District 30 Representative to the Florida Silver-Haired Legislature (FSHL)
  • Chaired the FSHL House of Representatives Committee on Health and Education
  • Community Coordinator in Space Coast Area for the Florida AARP
  • Trained by Florida AARP as a Community Advocate on issues such as Social Security, Medicare, the medically-needy program, nursing home quality standards requirements, predatory mortgage practices, telephone rate issues, and home repair fraud; made presentations on same, as appropriate, to community organizations, Florida Public Service Commission, and state and federal legislators in local offices and in Tallahassee
  • Legislative Chair, local AARP chapter
  • President, condominium Board of Administration
  • Helped organize the Democratic Hispanic Caucus of Brevard

OTHER

Simon is a native of Baltimore, Maryland and the father of two sons and two daughters who still live in Maryland. His employment as a contractor to the military led him to live and work in Maryland, Rhode Island, Pennsylvania, and Puerto Rico, where he became reasonably fluent in Spanish. Currently lives in Brevard County with his wife, Maria, a native of Puerto Rico.
